when i turn the headlights on the volume on the ra...

when i turn the headlights on the volume on the radio turns off. i must turn off the headlights and car and restart to get volume. turn on headlights and volume becomes mute. what would cause this? the volts are 12.98 when headlights are off. when headlights are on volts drop to 12.79 and mutes/
